MIGRATION REGISTRATION

 

All foreign nationals entering Russia are required to make a migration registration. To receive the registration, you should notify the Department of Migration Issues of the Ministry of Internal Affairs of the Russian Federation at the place of stay of your arrival as a foreign citizen within 7 working days.
If you choose the university’s student residence as accommodation within 2 working days from the date of arrival, you should submit the following documents to the Department of Foreign Student Affairs (room 528):

1. An identity document you used when crossing the border.
2. A migration card with a notation on crossing the border.

If your residence is other than the university’s student residence, obligations to make a migration registration are imposed on property owners a foreign national lives.

 

THESE RULES SHOULD BE FOLLOWED AT EACH STATE BORDER CROSSING.

 

To extend the period of stay in the Russian Federation, you should contact the Department of Foreign Student Affairs (or the property owner) with the above mentioned document package as well as the tear-off part of the registration notice at the place of stay at least 10 days before the end of the period of stay. →

 

RULES FOR RESIDENCE

For legal stay in the territory of the Russian Federation all foreign citizens should have the following documents:

1. An identity document in the territory of the Russian Federation.
2. A valid visa (for nationals of countries with a visa regime).
3. A migration card with a notation on crossing the border.
4. A tear-off part of the registration notice form on the arrival to the Russian Federation with a notation on migration registration.
5. Fingerprint certificate.
Foreign students (with the exception of citizens of the Republic of Belarus and citizens with a temporary registratin TRP (or residence permit) who arrived in the Russian Federation for a period of more than 90 days should undergo mandatory state fingerprint registration, photographing and medical examination. These procedures should be completed within 90 calendar days from the date of entry into the Russian Federation.
6. Voluntary health insurance (VHI) valid for the whole period of stay in the territory of the Russian Federation.
Upon arrival in Russia, you need to purchase a voluntary health insurance (VHI), which covers the minimum medical services prescribed in the Russian law (FZ of July 18, 1996 No. 114-FZ “On the procedure for leaving the Russian Federation and entering the Russian Federation”). (including outpatient and inpatient care, hospitalization, repatriation).

 

VHI requirements:
•  the minimum sum insured should be at least 100,000 rubles;
•  includes outpatient and inpatient care;
•  includes hospitalization;
•  includes repatriation.

In case of non-compliance with the rules of stay in the territory of the Russian Federation, foreign citizens bear personal responsibility in accordance with the Code of the Russian Federation on Administrative Offenses.

Foreign nationals are liable for monitoring and controlling the duration of their stay in the territory of the Russian Federation themselves. If there is a need to extend documents, they should apply to the appropriate institutions or to the Department of Foreign Student Affairs.

VISA EXTENSION

To extend your current visa it should be valid for at least 1 month before its expiration to submit the following documents to the Department of Foreign Student Affairs:

1. A passport
2. A migration card
3. A temporary registration at the place of temporary residence
4. A payment receipt of the state duty for visa extension

When submitting documents after this deadline, the extension of the visa will be IMPOSSIBLE in connection with the requirements of the General Administration for Migration Issues of the Ministry of Internal Affairs of Russia.

Sports Complexes

In the main building of the University (B.Sadovaya st., 69) there is RSUE’s central sports complex, S = 1500 m2, where 3 gyms function: 

1st universal hall - for playing mini football, basketball, volleyball, tennis;
2nd hall is designed for shaping classes; 
3rd hall - a gym equipped with modern equipment and new multifunctional simulators. 

The university rents “Volna” pool, where classes are held for students of the main department and students of special medical groups, as well as the swimming section.

There is a sports complex with 5 halls and a rehabilitation center S = 900 m2 in the building of the Faculty of Management and Entrepreneurship (62 Ostrovskogo Lane). 
There is a gym in the RSUE’s Dormitory (113/1 2nd Krasnodarskaya Street) as well equipped with modern simulators. 
 

Спортивно-оздоровительный лагерь «Ивушка»

The sports and recreation camp of the TSPI "Ivushka" is located 50 kilometers from Taganrog in the village of Veselo-Voznesenka (Platovo) on the seashore. 
The camp includes: 
• mini football grass field, 
• combined unpaved volleyball and basketball court, 
• sand court for beach volleyball, 
• tent pavilion for table tennis (3 tables), 
• billiard room (2 tables), 
• gym (5 simulators, dumbbells). 
• 2 badminton grass courts, 
• cross distance.

Sports and recreation centre "Pine Coast"

In Karachay-Cherkessia, in the village of Arkhyz, there is RSUE’s modern well-equipped sports and recreation center "Pine Coast".

Leisure time in Arkhyz is a network of routes, from several hours of walking to multi-day trips. These are the ringing waterfalls of the Sofia Glacier, mountain lakes, stunning panorama, history. In Arkhyz, the past and the present are closely intertwined. A 10th century AD temple with a unique bronze cross and the world's second largest astrophysical laboratory telescope. 

Conducting scientific and practical events in Pine Coast has become a good tradition - these are seminars, field meetings of the University's scientific schools, events of public organizations held year-round on the basis of a sports and recreation camp.

CODE OF CONDUCT. RIGHTS AND THEIR DEFENSE

Entrance to the university is possible only after presenting a student card. Always take it with you to university.

1. The student’s look should correspond to the status of a higher educational institution. Appearance of the student while attending classes should be strict and neat.

2. It is not allowed to wear tracksuits (except for the time of physical education), beachwear, outrageous outfits, tops with an open belly, clothes that directly indicate racial, national, religious affiliation. It is not allowed to wear clothes, shoes, jewelry and hairstyles that emphasize belonging to a particular subculture.

3. Clothing should meet the following criteria: restraint, accuracy, conciseness, functionality. Students should wear business attire. Business suits are encouraged for both men and women. Men are allowed to wear a suit without a jacket and tie. Sleeveless shirts and blouses are acceptable.

4. Women should not wear short skirts (above the knee no more than on a palm of the hand), flashy jewelry and clothes that open your back and shoulders, you should not cover your head and face. 

 

1. The rights, duties and responsibilities of each student at the University or while performing their academic duties are interconnected.

2. The obligations and responsibilities of students are established by the current legislation, the agreement on education, including Art. 43 of the Federal Law: 
 

 • conscientiously master the educational program, fulfill the individual curriculum, including attending the training sessions provided for by the curriculum or individual curriculum, carry out independent preparation for classes, perform tasks given by pedagogical workers as part of the educational program; 
  • comply with the requirements of the Charter, these Internal Rules, the rules for living in hostels, other local regulations on the organization and implementation of educational activities; 
  • take care of the preservation and strengthening of your health, moral, spiritual and physical development and self-improvement; 
  • respect the honor and dignity of other students and employees of the University, eliminate creating obstacles for other students to receive education; 
  • take care of the property of the University. 

3. Discipline at the University is maintained on the basis of respect for the human dignity of students and employees. The use of physical and (or) mental violence against students is not allowed.

4. For non-fulfillment or violation of the Charter of the University, these Internal Regulations, rules for living in dormitories, other local regulations on the organization and implementation of educational activities, the following disciplinary measures may be applied to students: 
- a remark, 
- a censure, 
- expel from the University. 

5. For committing violations of public order at the University, offenders may be subject to administrative or other penalties imposed in the prescribed manner by courts or law enforcement officials on the proposal of the University.

6. Visitors to the University who violate these Internal Regulations are expelled from the territory of the University, and if they commit administrative and other offenses, appropriate measures are taken against them by representatives of law enforcement agencies.

7. For the loss, destruction, damage to the premises, equipment or other property of the University, for violation of the rules for its storage and use, resulting in the above consequences, students, employees of the University and other persons may be liable in the manner prescribed by the current legislation. 

 

The University does not allow to:

1) bring and drink energy, alcoholic, alcohol-containing drinks and beer, be in a state of alcoholic, narcotic or toxic intoxication, bring, use and distribute narcotic drugs, psychotropic substances, as well as smoking mixtures containing narcotic drugs and psychotropic substances, perform other actions, for which the current legislation provides for administrative and other liability; 
2) bring explosive, flammable and toxic substances, firearms, gas and cold weapons; 
3) gemble; 
4) play sports games outside specially designated places (sports grounds) with the exception of organized mass sports and entertainment events organized in accordance with the established procedure; 
5) smoke on the territory of the University (including separate structural divisions) and in open air places at a distance of less than fifteen meters from the entrances to the premises and territory of the University; 
6) allow obscene language in speech, offensive harassment of students and employees of the University; 
7) violate sanitary and hygienic rules and norms; 
8) put any inscriptions and drawings on the walls, tables and other places, stick up and post announcements without the permission of the administration; 
9) damage the property of the University or use it for other purposes, commit actions that violate cleanliness and order; 
10) shout, make noise, play musical instruments, use sound-reproducing equipment in violation of silence and interfere with the educational process without the appropriate permission of the administration;
11) be in the premises of the University in outwear, headgear; 
12) be in classrooms and laboratories at a time not established by the schedule of studies of their academic group; 
13) block passages, interfere with the movement of people and vehicles; 
14) use mobile communications during classes, entrance examinations and other official events; 
15) move from room to room without the permission of the administration or financially responsible persons of the University furniture, equipment and other material assets; 
16) to move around the premises of the University on scooters, bicycles, roller skates, boards and other similar means of transport and sports purposes; 
17) stay at the University later than the established closing time of its work, as well as at weekends and non-working holidays (except for cases of performing urgent work with special permission from the administration); 
18) make film, photo and video filming in the secure and allocated premises of the University, as well as professional film, photo and video filming in the premises and on the territory of the University without the permission of the administration; 
19) carry out entrepreneurial activities without the permission of the administration, including trading from hands, tables, stalls, etc., as well as provide other paid services (repair, rental, video and sound recording, photographing, etc.); 
20) transfer student tickets or passes (including electronic ones) for access to the University to other persons;
21) carry out the movement and parking of scooters, bicycles on the territory of the University outside the places specially designated for these purposes; 
22) use national gestures and movements, perform traditional folk dances and songs (with the exception of festivals, holidays provided for by the educational work plan of the University), perform religious rites, use religious literature, objects of religious worship, political paraphernalia. 

Separate prohibitions may be excluded, changed or included in clause 9.1 of these Rules by order of the University administration.

Rules of residence and internal regulations in the hostel

1. The students have the right to: 
- live in the living quarters assigned to them for the entire period of study subject to the Rules and the concluded Agreement; 
- to apply for relocation to another dwelling; 
- use the premises for self-study and premises for cultural and household purposes, equipment, inventory of the hostel; 
- apply to Heads of RSUE’s dormitories with requests for repair, replacement of equipment and inventory that has failed through no fault of the applicant; 
- participate through the student council of the hostel in solving issues of improving living conditions, organizing educational work and leisure; 
- use energy-efficient household appliances (consuming electricity no more than 500 W, with the exception of electrical appliances intended for personal hygiene (hair dryers, curling irons, etc.)); 
2. The students are obliged to: 
- comply with the Charter of the University, the present Rules, the Regulations on the hostels of the University and other local regulations; 
- fulfill the terms of the Agreement; 
- use the premises strictly for their intended purpose; 
- foreign students who arrived to RSUE’s students dormitory and settled in a residential building are required to conclude a rental agreement for residential premises within 2 working days from the moment of settlement and submit documents for registration; 
- in accordance with the established procedure and terms, provide documents for registration at the place of stay, and military registration; 
- receive visitors at the time established by these Rules; 
- timely pay rent for housing and utilities within the time period stipulated by the contract; 
- keep silence while using the premises for self-study and premises for cultural and community purposes. Not create obstacles to other residents in the use of these premises; 
- follow the instructions for the use of gas and electrical appliances; 
- comply with safety and fire safety instructions; 
- take care of the premises, equipment and inventory; 
- save electricity, gas and water, turn off the water in the shower rooms, in the kitchen and in the washrooms; 
- maintain cleanliness and order in residential premises and common areas; 
- regularly clean: 
- for corridor type dormitories: your residential premises, and in the kitchen - according to the established duty schedule; 
- for block-type dormitories: your residential premises, kitchens, shower rooms, bathrooms, balconies, loggias located in the block; 
- daily clean the living quarters, keep it clean and tidy, observe and maintain cleanliness in common areas; 
- when leaving the living quarters, close windows and doors, turn off electrical appliances and lights; 
- take care of the premises, equipment and inventory of the hostel; 
- avoid placing announcements, schedules, etc. on furniture, household appliances, on the walls of residential premises and in public places with the exception of places specially equipped for these purposes (information stands); 
- exclude connection to faulty electrical wiring of electrical appliances and unauthorized repair of the electrical network (in case of a malfunction in the electrical wiring, immediately inform the administration or the duty officer of the student hostel); 
- compensate for material damage in accordance with applicable law; 
- at the request of University employees who have the right to check the technical, sanitary condition of residential premises, as well as compliance with these Rules, present an identity document granting the right to stay in the hostel in order to monitor compliance with these Rules, check the safety of property, carry out preventive and other types of work to ensure the possibility of inspecting the living room by the specified workers; 
- when changing locks, provide duplicate keys from the occupied residential premises to the duty officer of the hostel; 
- in the event of an emergency, immediately inform the head of the dormitory or the dormitory duty officer about the occurrence of situations that threaten life and health, as well as the property of employers and (or) the University. 
- treat with respect and avoid cases of incorrect, rude behavior in relation to the administrative and economic staff of the student hostel, etc.

3. In the hostel and on the territory of the hostel it is prohibited: 
- make redevelopment, re-equipment and other changes in the interior of the residential premises of the hostel. To strengthen on the walls of residential premises and public places except for places specially designated for this purpose, bookshelves, mirrors, hangers, etc. 
- make changes in the design of furniture; 
- it is illegal to take strangers to the students dormitory at a time not specified by the Rules and leave them overnight; 
- provide residential premises for residence to other persons, including those living in other residential premises of the student hostel; 
- leave unauthorized persons in the living quarters in their absence; 
- transfer to unauthorized persons the key to the living quarters; 
- cover electric lamps, lamps and fire detectors with paper, cloth and other materials;
- use unauthorized electrical heating appliances in a residential area for space heating, cooking and heating food outside specially designated areas; 
- use faulty electrical switches, electrical sockets and plugs (with broken housings, with burnt and sooty contacts, with loose, sparking and heating wires at the point of contact); 
- leave garbage in common areas, throw garbage and pour water out of windows; 
- use candles and other sources of open fire, including as emergency lighting;
- use the premises allocated for living for commercial purposes, including tutoring; 
- move furniture from room to room without the permission of the administration; 
- removal of material values by persons who do not live in the hostel; 
- engage in political activities in any form and form, promote the ideas of political parties and religious organizations (associations); 
- hang out of the windows and put on the outer window sill any things, objects, posters, flags, etc. 
- arbitrarily move from one room to another; 
- demolish residential premises and places of public use; 
- damage property; 
- do work in the period from 9 PM to 8 AM at weekdays and from 10 PM to 10 AM on weekends in the work premises or perform other actions that create increased noise that violates normal living conditions in other residential premises; 
- be in a state of alcoholic, narcotic and other types of intoxication; 
- smoke tobacco products (cigarettes, pipes, hookahs, electronic cigarettes and other tobacco products, as well as analogues), consume, store and distribute alcoholic beverages, narcotic and psychotropic, radioactive and other chemicals that pose a danger to the life and health of residents; 
- store and distribute weapons and their components; 
- install, alter, replace locks on the door without the permission of the head of the hostel;
- store bulky things in residential premises that prevent other tenants from using the premises; 
- gamble; 
- pollute and clutter up the territory of the hostel and the territories adjacent to it; 
- penetrate into the attic and basement, elevator shafts, go to the roof; 
- sit or stand on window sills in living quarters and common areas; 
- go to the fire escapes except in emergency cases; 
- use obscene language; 
- use of premises for other purposes; 
- perform other actions prohibited by the legislation of the Russian Federation. 
4. Storage of bulky items by students is allowed with the permission of the head of the dormitory, with the registration of these items in the register of inventory of students. 
The removal of bulky items from the hostel is allowed only with the written permission of the head of the hostel. 
5. In case of temporary absence due to: 
- holidays; 
- industrial practice; 
- academic leave; 
- maternity leave; 
- parental leave; 
- other cases of temporary absence, 
the student in writing no later than 2 working days before the day of departure warns the head of the hostel and hands over to her on receipt of the living quarters and all the equipment received. Residential premises during the period of temporary absence cannot be provided to other persons.
6. In the event of the malfunction of the life support systems of the residential premises (breakthrough of the heating system, damage to electrical wiring, etc.) of a tenant threatening the life and health, the head of the hostel, within 3 hours from the moment the message is received, temporarily relocates and transfers especially valuable things of the tenant to another residential area until the causes of the malfunction are eliminated. 
7. Entrance to RSUE’s dormitory is allowed to: 
a) visitors (with the exception of employees of regulatory, law enforcement agencies and healthcare organizations who are in the performance of their official duties) - from 4 PM until 10 PM at weekdays, from 12 PM until 10:30 PM at weekends and on holidays. Visitors can stay in the hostel only in the presence of the inviting resident; 
The inviting resident is responsible for the timely departure of guests and their compliance with the Rules. The stay of guests should not interfere with persons living in the same living quarters with the inviting resident. 
b) to protect the life and health of residents from 12 AM until 6 AM in the dormitories of the University, a regime of limited exit from the dormitory is introduced: the procedure for the movement of residents at night is agreed in advance with the head of the dormitory (or other authorized person) and recorded in the journal.
The inviting resident is responsible for the timely departure of guests and their compliance with the Rules. The stay of guests should not interfere with persons living in the same living quarters with the inviter. 
8. Quiet time is established in the hostels of the University from 11 PM until 6 AM. 
9. Students with an alleged absence at the dormitory at night should leave a note in the register of temporary absence of those living in a student dormitory. 
10. When entering the student dormitory: 
a) the student shows the student ID card to the dormitory duty officer. 
In the absence of a student card, the student presents an identity document to the dormitory duty officer and explains the reason for the absence of a student card. In case of its loss, the dormitory duty officer informs the head of the dormitory about the loss in writing. 
b) employees of the University, employees of regulatory, law enforcement agencies and healthcare organizations in the performance of their duties present an official ID or other identification documents and report the reasons for visiting the dormitory; 
c) the visitor presents an identity document and informs the dormitory duty officer about the residential premises visited and the person living in it. 
11. The student who invited the visitor should: 
- meet the visitor(-s) in the hall of the dormitory, ensure his/her/their registration in the Visitor Register; 
- ensure that the visitor(s) comply with these Rules.
Payment procedure for housing 
1. The procedure for determining the fee and the residence fee for housing is established by local regulations of the University. 
2. Payment for renting a dwelling and utility services is paid monthly until the 10th day of the month following the expired month. 
The fee is paid by the bank transfer to the current account of the University. 

The procedure for eviction and settlement in another student dormitory and eviction from the dormitory
1. The procedure for eviction and settlement of residents at their request within the same dormitory is possible upon a written application submitted by the residents addressed to the head of the hostel in the absence of a violation of the Rules; 
2. The procedure for the relocation of residents at their request from one dormitory to another is carried out in accordance with the procedure for eviction and settlement of a resident upon a written application; 
3. Residents can be evicted and settled by the head of the dormitory from one room to another inside the dormitory with the conclusion of an additional agreement to the tenancy agreement in the dormitory in the following cases: 
- the need arises for technical reasons (emergency state of engineering and technical equipment, repair of premises, disinfection, deratization of premises, etc.); 
- in the event of a conflict situation between residents. 
4. Evictions and settlements of residents who are disabled of groups 1 and 2 from one hostel to another to bring the place of residence closer to the place of study based on the application of the student and in the presence of supporting documents on the state of health; 
5. The contract may be terminated: 
5.1. at any time by agreement of the parties; 
5.2. at any time by the decision of the resident, in this case, submit an application for non-calculation of rent and utilities in a student dormitory to the UBUiP University within three days; 
5.3. in a judicial proceeding at the request of the University in case of non-fulfillment of obligations by the resident under the contract for the rental of residential premises in the dormitory, as well as in the following cases: 
- non-payment for living by dormitory residents for more than three consecutive months; 
- in other cases stipulated by the housing legislation of the Russian Federation. 
6. In cases of termination of the contract for renting residential premises in the dormitory, including at the end of the term of study of a resident branch of the University or when (s)he is expelled from a branch of the University, the resident is obliged to vacate the residential premises provided to him(her) in the dormitory within three calendar days, handing over to the head of the dormitory and the housekeeper according to the act of acceptance, the living quarters are in a clean condition with no arrears in payment for living in the dormitory, all the equipment received is in good condition. 
If the resident refuses to vacate the living quarters in the hostel, which (s)he occupied under the contract for renting the living quarters in the dormitory, (s)he is subject to eviction in court.
