We are Rostov State University of Economics! The abbreviation “RINH” is a tribute to the glorious 90-year history of our university. During the Soviet period, it was part of a small group of elite “business schools” of that time − institutes of national economy. Today RSUE is a large and modern university with 23 000 students from more than 30 countries. Economics and business are no longer our only specialization, but we are still focused on the formation, first of all, of applied, practical knowledge, competencies and skills among our students, necessary for their future work.

We train at all levels of higher, secondary and additional professional education, from college to graduate school. Key specifics of admission to Russia by foreign citizens
Where you will be taught the Russian language for 10 months and manage to prepare for your studies. To enter the Preparatory Department, you need to fill in the Application Form and choose the Preparatory Department as a training program. We shall contact you and tell what you need to do to come to Russia and start your studies. The deadline for application submission to the Preparatory Department is The cost of training is 100 000 rubles.
Preliminary Contract (Public Offer) for Foreign Listeners to Study at Rostov State University of Economics on the Supplementary Educational Program Ensuring Training of Foreign Citizens and Persons without Citizenship in Vocational Educational Programs in the Russian Language
- Bachelor’s degree: from June 19 to July 10, 2021
- Master’s degree: from June 19 to August 10, 2021
Please, note that the deadlines for submitting documents by foreign applicants for a bachelor’s degree are shorter than for Russian applicants, because foreign applicants take entrance examinations at the university, and Russian applicants are admitted by the results of the Unified State Exam, which they have already passed at school.
To be eligible for studies on a budgetary basis, you need to undergo one of the competitions:
1) Competition for places within the quota of the Government of Russia / State scholarship of the Government of Russia held in your country (information about the competition can be provided by the Embassies and Consulates of Russia in your country).
2) University competition for the allocation of budget places. Budget-funded places are given to those applicants of Rostov State University of Economics who have the highest scores for the entrance examinations. This competition is open to foreign applicants from individual countries with which Russia has agreements on cooperation in the field of higher education.
-2.1 Citizens of Belarus, Kazakhstan, Kyrgyzstan, and Tajikistan are provided with budget-funded places on an equal basis with Russian citizens.
-2.2 Citizens of Azerbaijan, Armenia, Moldova, Turkmenistan, Uzbekistan, and Ukraine are provided with budget-funded places on an equal basis with Russian citizens, if they have a residence permit in Russia.
-2.3 Citizens of any country in the world are provided with budget-funded places on an equal basis with Russian citizens, if they confirm the status of a compatriot living abroad. This is easy to do, if the applicant’s parents were citizens of the USSR. In the general case, you need to provide the following documents:
- Birth certificate of the applicant’s parents confirming their birth on the territory of the USSR or the Russian Federation;
- The applicant’s birth certificate;
- Documents confirming the applicant’s and his/her parents’ permanent residence overseas.
If you enroll under a contract (with tuition fees), then the cost of full-time education in the bachelor and master programs at Rostov State University of Economics will vary from 89 900 to 112 800 Russian rubles (about US $ 1200- 1500) depending on the chosen program. Taking into account the affordable cost and quality of life in Rostov-on-Don, the tuition fee makes studying at Rostov State University of Economics one of the best options in Russia in terms of “price- quality” ratio.
Tuition fees and cost of living
Rostov State University of Economics and Rostov-on-Don are perhaps the most optimal option for the “price-quality of education and life” ratio of all the places to study in Russia.
The tuition fee for full-time education in bachelor and master programs at RSUE (depending on the chosen major) varies from 89 900 to 112 800 Russian rubles per year (about US $ 1200-1500), which, taking into account the affordable cost and quality of life in Rostov-on-Don, makes studies at RSUE one of the best options for getting education in Russia in terms of “price-quality” ratio.
RSUE provides students with double rooms at it comfortable dormitories. International students are given the priority right to receive places in the university dormitories. The cost of living is about 1 000 rubles per month (about US $ 15).
If a student plans to rent a separate apartment, the cost of renting a one-room flat will be 15 000-25 000 rubles per month (US $ 200-350).
Rostov-on-Don is the southern capital of Russia
which continues to develop as an industrial, agrarian and financial center in the south of the country. Nevertheless, despite its capital status, the city provides comfortable, safe and affordable living conditions. The cost of an average consumer basket per month is 12 000 rubles per month (about US $165).
When having your studies, you do not have to depend only on money your parents will give you. In accordance with the Russian law, full-time foreign students have the right to work in their free time and no additional work permit is needed.
