Russia has multilevel quality assurance in the field of higher professional education.
Three main levels include:
STATE LEVEL – compulsory procedure.
PUBLIC LEVEL – optional procedure.
UNIVERSITY LEVEL – compulsory and optional procedure.
1. STATE LEVEL.
This mechanism of quality assurance includes: (a) the federal state educational standard (FSES); (b) licensing and (c) state accreditation.
(a)The FSES is a set of nationally recognized requirements which determines a mandatory minimum for contents of educational programs and requirements to be met by graduates1.
1 The FSES of higher professional education are developed by Teaching and Methodological Associations (formed of experts from HEIs in relevant fields of study). Three-tier educational system operates so called “third generation” FSES – they were developed in correspondence to the overarching framework for qualifications in the European Higher Education Area.
All RSUE’s educational programs meet FSES requirements.
Every public HEI must go through licensing and the state accreditation procedures. Only those HEI that are licensed and accredited by the Federal Service for Supervision in Education and Science1 have right to grant their graduates Diplomas of the state format2. Licensing is a procedure which is required for the beginning of educational activity, the state accreditation is a form of repeating validation that ensures that HEI met and fulfilled all the state requirements in the field of quality assurance.

(b)Licensing is a procedure of assessment of the compliance of (i) educational facilities and equipment, (ii) teaching and methodological materials, (iii) teaching materials, (iv) teaching staff with state requirements and the issuing of a duly worded authorization to realize educational programs in the relevant fields of study. Each educational program is to be licensed before the HEI starts to realize it.
All RSUE’s educational programs are licensed.
(c)The state accreditation is the formal recognition (confirmation for the next term2) of the status of an education establishment by the state, confirmation of education programs level and quality of graduates’ preparation relative to the FSES.

RSUE got last state accreditation as an establishment and accredited all the educational programs in 2011. Current accreditation is valid until 2015.
2. PUBLIC LEVEL
Public level of quality assurance supposes voluntary accreditation and certification of HEI itself, its educational programs and elements, procedures of quality assurance by non-government organizations and professional unions.
In 2010 RSUE and its educational programs went through independent expertise and were accredited by the Russian Agency for Higher Education Quality Assurance and Career Development1. This accreditation was based on the Standards and Guidelines for Quality Assurance in the European Higher Education Area of the European Association for Quality Assurance in Higher Education (ESG ENQA)).

Since 2004 RSUE is implementing Quality Management System which is certified by the independent auditors in accordance to ISO 9001-2008.
In 2005 RSUE was certified and included into the Russia’s Chamber of Commerce and Industry Registry of higher educational institutions. RSUE has a lot of federal and regional awards that ensure the quality of its educational services.
3. UNIVERSITY LEVEL
On a regular basis within the stateaccreditation (see State Level) each university must perform self-observation if it complies to the state requirements. All the other procedures of quality assurance are performed voluntary.
In 2000 at RSUE was founded the Quality Control Department which is to coordinate and control the operation of quality assurance procedures. RSUE’s quality assurance system is based on Quality Management System and on the system of guaranteed compliance with the state accreditation requirements.
